I wouldn't say tradition as much as a law. Same with France. None, none at all, including death's heads and in any media, photos/arts/models/etc.
They've been slowing relaxing though and in recent years they've produced "historical" movies (Downfall among many) where they looked the other way.
I'm glad they are finally laxing up in the education part of it. It happened, they are accepting it and educating it.
Even Japan eventually got of its "it wasn't our fault trip." The rumors about them teaching Pearl Harbor was a reaction to the nuclear attacks is fully true, and I learned at the Hiroshima Peace Museum that one of their goals is to eliminate that misconception and teach the truth. You have to go, the truth is laid bare for all to see and they freely admit to things they did in the war.
Germany has had this stigma since that was "Nazi Germany" and not us. They built monuments to traitors and deserters, and except a few surviving heroes who were painted as non-sympathizers or just said screw it and moved to another country, the country as a whole hated the veterans of the Zweite Weltkrieg.
